Exclusive: Threat actor falsely claims new DOGE data breach

A threat actor has falsely claimed a cyber attack against the US Department of Government Efficiency (DOGE) after it listed an already leaked database.

In a post to a popular hacking forum, a threat actor by the name of “Kettoking” listed DOGE, claiming to have a 200-megabyte database containing sensitive employee information.

As per the sample provided in the listing, data includes staff first names, last names, and email addresses.

The threat actor has also offered the full database up for sale.

However, as pointed out by comments on an X post by threat researcher Dark Web Informer, the list has already been leaked.

“That’s all public including their salary, not sure what this leak is leaking,” said one commenter.

While it is hard to pinpoint exactly who first leaked the database screenshot, Cyber Daily observed that Bluesky user Alejandra Caraballo posted the screenshot on 7 March 2025, proving that the screenshot was available prior to the latest BreachForums listing.

“It’s the entire email list for all DOGE employees. Have fun,” she said.

The leak closely followed demands for DOGE to publicly list information about its operations as it acts as a government agency despite not being one officially.

The US Democratic party requested information from DOGE under the Freedom of Information Act in a letter to President Donald Trump by Committee on Oversight and Government Reform member Gerald Connolly.

“To understand Mr Musk’s role and the authorities under which he is exercising widespread access to government data, please provide the following information and documents and answers to the following questions and request by March 6, 2025:

1. Who is the current administrator of the US DOGE Service?

2. What is Elon Musk’s role in relation to the US DOGE Service?

3. Has Mr Musk ever made a decision regarding the operations of the US DOGE Service or another federal agency?

4. Has Mr Musk ever issued a directive to a member of the US DOGE Service?

5. What legal authority does Mr Musk have to access Americans’ sensitive data?

6. An organisational chart for DOGE and the US DOGE Service, including all employees whose email addresses include ‘doge.eop.gov’ or employees presenting themselves as representing DOGE at any federal entity.”

What the act intends to determine is whether or not X owner, Tesla CEO and Trump right-hand man Elon Musk is a government employee connected to DOGE.

Connolly points out that while Trump has repeatedly said that Musk is in charge of DOGE, White House Office of Administration director Joshua Fisher said Musk is not a government employee.

“In a sworn statement filed with the United States District Court for the District of Columbia, Joshua Fisher, the director of the White House Office of Administration with ‘personal knowledge of Mr Elon Musk’s employment status with the federal government[,]’ stated under penalty of perjury that Elon Musk ‘is not an employee of the US DOGE Service or the US DOGE Service Temporary Organization[,]’ that ‘Mr Musk is not the US DOGE Service Administrator[,]’ and that ‘Mr Musk has no actual or formal authority to make government decisions himself,’” the letter said.

“In direct contradiction to Mr Fisher’s sworn statement, at a press conference on the evening of February 19, 2025, you stated, ‘I signed an order creating the Department of Government Efficiency and put a man named Elon Musk in charge.’ This contradiction raises significant concerns that either you are lying about Mr Musk’s role or Mr Fisher perjured himself – a criminal offense that can lead to up to five years in prison.”
